New Postal Rates - Again

This is getting to be an annual event. Almost exactly a year to the day of the last increase, the USPS will be raising the postal rates once again. Of course I guess this should be expected.
Years ago, I would buy a book of stamps just for my monthly payments. …

Interest rate cut to shore up investment

The biggest interest rate cuts made by the People’s Bank of China in 11 years demonstrate the central government’s strong determination to curb a further slide of the economy in the context of the world’s financial crisis. The central bank made a decision last Wednesday to cut 108 basis points respectively on the benchmark one-year lending and deposit interest rate from the following day. It also said as of December 5, it would lower the reserve requirement ratio by 1 percentage point at large

Diversity within the group of men — and still only men — who have been president of the United States will change significantly when Barack Obama is sworn in next month. But when he looks across the highest level of civil servants managing the government, he’ll see a mixed bag when it comes to improving the diversity of the federal Senior Executive Service. A new report by theGovernment Accountability Office says representation of women and people of color in the senior corps grew overall betw

World Rate Crime Skyrocketing

A recent report outlined that: The level of global retail theft reached $104.5 billion in the past year, leading to increased costs for both retailers and consumers alike. The second annual Global Retail Theft Barometer found that while global retail shrinkage as a percentage of total sales has declined slightly in the past 12 months, the overall cost of retail crime has increased substantially. “The cost of retail shrinkage is not just borne by retailers, but by consumers and society at la

Frugal Living: Save your Holiday Cards

Admittedly, this is an extra frugal tip but hey, I thought I’d toss it out there. This year, don’t throw away the holiday cards you receive from friends and family. Instead, put them aside until next year and recycle them as holiday postcards. Simply cut off the second page, make a line down the middle (just like a postcard) of the inside of the front of the card  and write your message. Postal rates are $.27 for a card no larger than 6″ x 4.25″ and $.42 for cards larger than that. Obviously

Software usability is like eggnog

Yesterday, I had the chance to participate in a formal usability study at the University of Ottawa. Marconi Lanna’s master’s project is an improved code difference visualization tool. I had already played with the tool in the past and found it interesting but only saw its true value during the formal usability test where I was given specific tasks to perform. I will keep the details about this tool for a later post when it becomes publicly available, but participating in the study helped me re

Quote-a-palooza

"Gentlemen, you will permit me to put on my spectacles, for I have grown not only gray, but almost blind in the service of my country." --George Washington "It's been my responsibility, my duty and very much my honor to serve as Commander in Chief of this nation's Armed Forces these past eight years. That is the most sacred, most important ask of the Presidency. Since our nation's founding, the primary obligation of the national government has been the common defense of these United States. Bu

Memo to President-elect Barack Obama:

This is delicious.  The federal government, over the past 16 years, has invested billions of dollars in building a fleet of 112,000 alternative-fuel vehicles to serve as a model for the country’s benighted citizens. It seemed like a good idea, but bureaucratic brilliance has a way of going haywire.  The expensive effort to put more workers into vehicles powered by ethanol and other alternate fuels ran into the minor problem that there were not fuel stations in place to support them. Oops! “I cal

Rents up in New Orleans while $846m sits unclaimed (AP) By admin | NEW ORLEANS – The four-unit shotgun house that Sandra Marshall bought after decades of double shifts has sat untouched since the flooding of Hurricane Katrina, while nearly $850 million in federal aid for her and thousands of other mom-and-pop landlords sits on a bureaucratic shelf. “I have old tenants calling me all the time asking when I’m going to get the place back up and running. I wish I knew,” said Marshall, 56, who w

Tips on Reducing Number of Email Bounces

Reducing and managing the number of email bounces has never been so critical for an email marketer. Frequent managing of email bounces reduces the email delivery costs and boosts the conversions and transactions. This is a sign of a good email program. The list needs to be cleansed on a timely basis. The cleansing process can be done manually or through list hygiene service by which incorrectly formatted addresses, and invalid typos and domains can be checked for. Most of the companies exp

Unintended Consequences

The feds have spent billions of dollars in recent years building a fleet of 112,000 alternative-fuel vehicles to serve as a model for a national movement away from fossil fuels.  Just one teeny little problem with that: it ain't happening.  Over 92% of those vehicles are burning regular gas.  And it gets worse: The latest generations of alternative vehicles have compounded the problem. Often, the vehicles come only with larger engines than the ones they replaced in the fleet. The Postal Serv

Problems Plague U.S. Flex-Fuel Fleet - washingtonpost.com Under a mandate from Congress, federal agencies have gradually increased their fleets of alternative-fuel vehicles, a majority of them "flex-fuel," capable of running on either gasoline or ethanol-based E85 fuel. But many of the vehicles were sent to locations hundreds of miles from any alternative fueling sites, the analysis shows. As a result, more than 92 percent of the fuel used in the government's alternative-fuel fleet continues to

Imperialism and International Migration in Santo Domingo, Dominican Republic, 1961-1966

Canadian Journal of Latin American and Caribbean StudiesPublication Date: 01-JAN-04Author: Hoffnung-Garskof, Jesse Abstract. This article re-examines the relationship between United States imperialism in Santo Domingo and the advent of mass Dominican migration to the United States in the early 1960s. There was no coherent imperial plan to displace Dominicans from their homeland. The United States relied on a combination of brutal domination and negotiated consent in its attempts to control polit

Document Dumps and Information Diving

Jim Gibbons, Nevada's Governor, and perhaps the only human being on this Earth who can perform CPR on an upright female victim, [LV Sun] “...did not have e-mail with that woman.” [LV Sun] Uh, text messaging “yes” (with several), but according to the Governor's staff he did not have e-mail. The Governor claims that his e-mails aren't really public records, and if they are public records they're probably privileged, and we're supposed to take his word on that. Therefore, the continuing Nev
